Goal 17
"Strengthen the means of implementation and revitalize the global partnership for sustainable development"

A successful development agenda requires inclusive partnerships — at the global, regional, national and local levels — built upon principles and values, and upon a shared vision and shared goals placing people and the planet at the centre.


To achieve the goal of sustainable development, emergency measures are required to convert and open based on the power of trillions of dollars in private resources. Long-term investment, including foreign direct investment, is especially necessary in key areas of developing countries.  This includes sustainable energy, infrastructure and transportation, as well as information and communication technology. The public sector needs to set a clear direction. Regulations and incentive systems for review and supervision should be prepared as a way to attract investment and seek sustainable development. The national supervisory authority system, such as the supervisory function of the highest audit body and legislature, should also be strengthened.

Finance

17.1 Strengthen domestic resource mobilization, including through international support to developing countries, to improve domestic capacity for tax and other revenue collection

17.2 Developed countries to implement fully their official development assistance commitments, including the commitment by many developed countries to achieve the target of 0.7 per cent of ODA/GNI to developing countries and 0.15 to 0.20 per cent of ODA/GNI to least developed countries; ODA providers are encouraged to consider setting a target to provide at least 0.20 per cent of ODA/GNI to least developed countries

17.3 Mobilize additional financial resources for developing countries from multiple sources

17.4 Assist developing countries in attaining long-term debt sustainability through coordinated policies aimed at fostering debt financing, debt relief and debt restructuring, as appropriate, and address the external debt of highly indebted poor countries to reduce debt distress

17.5 Adopt and implement investment promotion regimes for least developed countries


Technology

17.6 Enhance North-South, South-South and triangular regional and international cooperation on and access to science, technology and innovation and enhance knowledge sharing on mutually agreed terms, including through improved coordination among existing mechanisms, in particular at the United Nations level, and through a global technology facilitation mechanism

17.7 Promote the development, transfer, dissemination and diffusion of environmentally sound technologies to developing countries on favourable terms, including on concessional and preferential terms, as mutually agreed

17.8 Fully operationalize the technology bank and science, technology and innovation capacity-building mechanism for least developed countries by 2017 and enhance the use of enabling technology, in particular information and communications technology


Capacity-Building

17.9 Enhance international support for implementing effective and targeted capacity-building in developing countries to support national plans to implement all the sustainable development goals, including through North-South, South-South and triangular cooperation


Trade 

17.10 Promote a universal, rules-based, open, non‑discriminatory and equitable multilateral trading system under the World Trade Organization, including through the conclusion of negotiations under its Doha Development Agenda 

17.11 Significantly increase the exports of developing countries, in particular with a view to doubling the least developed countries’ share of global exports by 2020 

17.12 Realize timely implementation of duty-free and quota-free market access on a lasting basis for all least developed countries, consistent with World Trade Organization decisions, including by ensuring that preferential rules of origin applicable to imports from least developed countries are transparent and simple, and contribute to facilitating market access

SDG 17 and the North Korean Government

The proportion of domestic budget funded by domestic taxes is one of the indicators providing data on the strengthening of domestic resource mobilization. However in official terms this indicator is not applicable to North Korea. In 1974, the North Korean government officially abolished taxation in the country declaring itself as the “first tax free country.”


The proportion of individuals using the internet is an indicator for the level of operationalization of technology and innovation in the country. In 2018, the DPRK government created an internet portal containing (as of November 2020) 38 North Korean websites. Additionally Pyongyang hosts North Korea’s Internet Communication Bureau headquarters, an agency set up to link North Korea to the global Internet.


Technical cooperation and assistance, which is an essential part of the cooperative effort between UN agencies, international organizations and the DPRK government, has a direct relation to achieving the targets of SDG 17. The DPRK UN Strategic Framework (2017-2021) outlines that the UN and the North Korean government have reached an agreement to also focus on SDG 17 among other sustainable development goals as a cross cutting consideration.

“This is done not only by the department of obstetrics and gynaecology but also by all departments such as internal medicine, surgery, and paediatrics. The practice is called “rubber band (elastic) statistics” in which the numbers appear higher or lower than they actually are. When I was gathering statistics, I had a headache. I found the task troublesome and asked myself, “What good is it doing this?” When I tried to adjust the numbers there was always something that had to be fixed. For example, the number of patients that has to be carried over to the next month never matches up. That’s why it is called “rubber band statistics.”

SDG 17 and the International Community


In general, the achievement of goal 17 of the Democratic People's Republic of Korea is very short of expectations.


North Korea proudly declares itself as a tax-free country after abolishing taxation in the 1970s. However, in reality the state authorities still collect many fees from the population, which may not be defined as taxes and are collected from people for the sole use of the regime, rather than being invested in social support services for improvement of the life of the general population in North Korea. According to data collected by NKDB, money in the form of ‘loyalty fees’ are often demanded from citizens who have no choice but to pay money in order to prove their loyalty to the regime and the leader Kim Jong Un. Some estimates point that North Korean people spend about 20-30% of their living expenses on different kinds of fees every month.


The general population in North Korea does not have access to the internet, which constitutes restriction of their rights to access to information and freedom of expression. Instead the North Korean government operates a network of websites and digital content which is only accessible from inside North Korea. ‘Gwangmyong’ (the North Korean Intranet) is accessible via devices (computers,tablets, smart phones) censored by the government. 


Although multiple recommendations for granting the North Korean people access to the internet have been made via the Universal Periodic Review and other international human rights mechanisms, the DPRK government still forbids its citizens to access the internet and also makes it technically extremely difficult for them to do so. Access to external websites is reserved only to high level officials and the notorious group of internet hackers tasked by the North Korean government with illicitly earning money for the regime.


 A study shows that actually the use of the internet by senior leadership in North Korea has increased by 300% since 2017. The in-depth analysis of the patterns of use of the internet in North Korea by elite members of society reveals that it is used as a tool to generate revenue, gain prohibited information and conduct cyber operations. Providing access to the internet is crucial for the North Korean citizens who need to be able to freely obtain external information, which has not been sanctioned or produced by the DPRK regime. 


According to NKDB’s own research on the Central Bureau of Statistics in North Korea, although being quite centralized in its activities, it does not operate and collect data in a transparent and reliable way. Very often statistical data gets adjusted in order to show desired results rather than actual numbers thus making it difficult to entirely trust data provided unilaterally by North Korean authorities. The DPRK’s Central Bureau of Statistics is not a partner to the UN Statistic Division and there are no known references that North Korea has applied the UN Fundamental Principles of National Official Statistics to its practice.


The last population census conducted by North Korea took place in 2008, which falls short of an indicator of SDG 17.19 of seeking at least one census performed in the past 10 years. The execution of the 2008 census was supervised by 5 international observation teams from the UN Population Fund (UNFPA). According to UNFPA’s schedule the DPRK was expected to have its next census in 2018, but it was delayed to 2019, when North Korean authorities announced that they will proceed to conduct an independent population census without the financial support of UNFPA, which potentially compromises the transparency and objectivity of the demographic data collection procedure. As of the publication of this guide, North Korea has not confirmed the conducting of the census, nor has it announced recent population census data. Such data is crucial for development and humanitarian agencies in order to design programs and estimate needs based on most up-to-date information that reflects the actual state of the population in the DPRK. Census data is also important for the North Korean government so that it can implement adequate policies aimed at improvement of the well-being of the North Korean citizens. 


Additionally, the DPRK UN Strategic Framework includes provisions on delivering technical assistance to the DPRK authorities with the expectation to achieve the following results: 1) increased availability, access to and use of reliable disaggregated humanitarian and development data for programming and decision-making, 2) enhanced DPRK capacity to apply international technical norms and standards, 3) enhanced compliance of DPRK with international treaties, conventions and other mechanisms and strengthened evidence-based reporting.


Some results achieved in the past (as of 2014) by the UN country office in the DPRK are the establishment of Child Data Unit within the Central Bureau of Statistics supported by UNICEF, the completion of Socio-Economic, Demographic, and Health Survey (SDHS) in 2014, and technical assistance delivered to North Korea to help it participate in international conferences, seminars, workshops and the holding of some in-country consultations.


The North Korean authority has once received some financial support towards the implementation of accepted UPR recommendations via the Voluntary Fund for Financial and Technical Assistance for the Implementation of the Universal Periodic Review.374 However the DPRK is yet to make a submission of a mid-term report to the UPR Working Group, which will be a significant milestone. Technical assistance geared towards achieving this activity will make a meaningful contribution should the DPRK government be willing to accept it. 


Another point to note is North Korea’s response to COVID-19, which was the most severe in the world. The border lockdown led NGOs and diplomats in North Korea to exit the country, and made itself cut off from the outside world more than ever. NKDB’s report recommended North Korea to make reasonable adjustments to pandemic prevention measures for the sake of resuming economic activity and international cooperation in order to make progress toward fulfilling SDG 17.
